Executive Director, National Tax Association since 2000.  Member of Board of Trustees, State University Retirement System, since 1995. President, Illinois Economic Association, 1986-87. Vice president, Midwest Economics Association, 1987-88. On the editorial board for the Quarterly Review of Economics and Business, 1979-88.
Teaching and Research
Teaches courses in public finance and public sector economics. Research focuses on public finance, public choice, and regional economic development. Specializes in state and local taxation and expenditure analysis in regional economic development issues. Advisor to: the Illinois Bureau of Budget, since 1991; the Illinois Department of Commerce and Community Affairs, 1993; Governor Edgar's Transition Team, 1990-91. Has served as a tax and revenue consultant to many Illinois government commissions and offices.
